They noted that the number of govt-owned ELVs that need to be scrapped is going up every month. Currently, they have data on only 2,500 govt-owned vehicles to be scrapped.There are over 30 lakh private (non-transport) vehicles in Kerala without valid registration that need to be scrapped, the ministry of road transport informed Parliament on Dec 19. The ministry was replying to a question on end-of-life vehicles (ELVs) in the country. There are 6,16,63,378 private vehicles without valid registration that need to be scrapped in India. The highest number of such private vehicles is in Uttar Pradesh 83,49,473.
It also stated that there are over nine lakh transport vehicles without valid fitness in the state. ELVs are those that are no longer validly registered, declared unfit through automated fitness centres, or have had their registrations cancelled. The Union govt stated that it is the responsibility of the respective state or Union Territories to scrap such vehicles at registered vehicle scrapping facilities.
Meanwhile, in Kerala, state govt is yet to issue a tender for setting up scrapping facilities. Govt had announced three such facilities two private and one under KSRTC. Motor vehicles department (MVD) officials said the sanction for issuing the tender is pending with the govt Secretariat. They said that there could be only 15 lakh ELVs remaining to be scrapped in the state. “Half of the 30 lakh ELVs might have already been scrapped at the scrap yards in state. The owners might not have intimated MVD about scrapping their vehicles, which is why the number of ELVs has gone up. However, there are a good number of KSRTC buses to be scrapped,” said an official.
They noted that the number of govt-owned ELVs that need to be scrapped is going up every month. Currently, they have data on only 2,500 govt-owned vehicles to be scrapped. “This is only a small number. A large number of govt-owned ELVs are remaining with various departments, including local bodies. We have asked all the departments to upload details of their vehicles on the vehicle management and location tracking system for this purpose,” the official added.
When an ELV is scrapped, the owner will get a tax reduction when he/she buys a new one. Besides, the owner will get the amount for the scrapped material. Over seven lakh vehicles are registered every year in the state. As many as 7,52,757 vehicles have been registered in state this calendar year so far.
